[Bug]: Custom CSS stopped working

What happened?

I was testing something else and noticed we can no longer edit custom CSS, when the module opens it gives a 404 error.

Steps to reproduce?

1. Install from latest CI build (develop)
2. Navigate to the Custom CSS module in the persona bar

Current Behavior

Gives a 404 error at /API/personaBar/CssEditor/GetStyleSheet

Expected Behavior

Should work

Relevant log output

Anything else?

portal.css does exist for the portal.

I am assigning this to 10.0.2 as I believe it is a regression from 10.0.1

Just noticed another detail, on sites when it works, it has ?portalId=0 and it appears to be missing with this bug
