Customizable Banners

I would like the ability to add thin banners to the top and bottom of the screen in customization - just enough room for a single line of text in a contrasting color would be great. This would be used for data sensitivity indicators, but could also be used to notify users! The ability to add custom elements to the UI in general would be very welcome.
