Needs cohesive logging story across services that is configurable by the admin

Currently DoltLab's services log in a bespoke, non-configurable way that varies from one service to the next. This needs to be cleaned up, and DoltLab's admins should have the ability to configure the log level of these services and better control the information logged by them.
