[Enhancement]: checking `tool.ruff.lint` for configuration too

Overview

ruff is slowly porting a subset of the refurb rules. In the current state, I have to duplicate the enables/disables across both tools, which is arduous.

Proposal

refurb also checking tool.ruff.lint's config for rules to disable
