Hype up Kestrel overview page in documentation

Kestrel is really cool. The Kestrel overview page in our docs is really meh - Kestrel web server implementation in ASP.NET Core. It needs to be brought up to date with recently added features and reflect our opinion that it's the number one server.

Bring the hype:

• Recommended ASP.NET Core server
• HTTP/3
• High performance (Tech Empower results)
• Lots of cool middleware
• Lots of cool app frameworks (RESTful Web APIs, gRPC, SignalR, Blazor Server)
• Lots of cool real-world apps using it (YARP, 1st party MS apps, popular 3rd party customer apps)
• Move Kestrel page's table of contents position above IIS.
