.net 9 static resources NOT found in the first page

I was required to do the code in the snippet below App.xaml.cs

protected override Window CreateWindow(IActivationState? activationState)
{
  return new Window(new AppShell());
}

In App.xaml I have the following

<Application.Resources>
    <ResourceDictionary Source="ResourceDictionaries\ProfilesResourceDictionary.xaml" />
</Application.Resources>

However the first page of my app.....when I add static resources that are in the dictionary it can see them but when I run the app it cannot find them. I have no idea what is going on. I am using DI. At one point this was working and now its not and I have no clue as to why. i have googled an googled and googled but most of what I found was about "MainPage" and that has been deprecated.
