[Mac] FlowDirection Property of TimePicker Is Not Functioning as Expected

Description

On Mac, when the FlowDirection of the TimePicker is set to RightToLeft, the control does not update and continues to display as LeftToRight.

Steps to Reproduce

1. Run the below attached sample.
2. Observe TimePicker displayed from LeftToRight even when set to RightToLeft

This issue has been verified in Visual Studio 17.14.0 Preview 4.0 with MAUI versions (9.0.0, 9.0.70 & 9.0.80 & 8.0.3). It can be reproduced on Catalyst platform.
