access denied - could not validate keyboard interactive credentials:

I just got this server up GCS vm and so excuse me if I am making a dumb mistake. I created a user with a strong password. I tried to use WinSCP with the username and password and it says Access Denied.
Here is the relevant log line from syslogs on Debian vm:
