Stack Overflow Cookie banner keeps popping up

Description

• Go https://stackoverflow.com/, the Cookie banner would pop up.
• Choose preferable cookie settings there, the banner closes.
• Next time you visit SO, the banner pops up again.

clicking the "Necessary cookies only" made the banner disappear as long as I kept my cookies. This does not work any more, and the banner keeps popping up. Clicking "Accept all cookies" doesn't work either. When I click on "customize settings", nothing happens.
