rusk: enable download_state for nocturne

Nocturne will get more important with the upcoming release of DuskEVM, which is why the download_state functionality should be activated for Nocturne as well. Builders and Community Members will be able to play around on Nocturne without waiting 5 days to sync up a node. Sozu will also have a Nocturne run for their operators, before they are onboarded to Mainnet and downloading a state will just save a lot of time. I have no clue if this is a lot of work, but I hope you can consider this to include in the Nocturne EVM launch.

We need to implement a richer snapshotting mechanism than what we currently have for both networks. Currently we snapshot every 6 hours, which is suboptimal in my view.

Ideally we have an active daily, weekly, monthly snapshot for each network. We should also retain a yearly snapshot. Certain timeframes can be eliminated in my view. Nobody will go back to a random snapshot from 3 months ago for example.
