publish_mode is not variable #244

i use fastdds-monitor(version:2.1.0)
and i also see the ros2 default publish_mode is asynchronous

but when i run ros2 run demo_nodes_cpp talker

howerver i set ( export RMW_FASTRTPS_PUBLICATION_MODE=ASYNCHRONOUS) is not work.

this is a bug or any problem?
