Is it possible for mini.hues to generate monochromatic colorschemes, something like https://github.com/andreypopp/vim-colors-plain for example?

To a certain extent, yes. There are make_palette() and apply_palette(). It is possible to generate a reference palette with the first, adjust it to your liking (like replacing some colorful entries with foreground color), and apply it with the second. Might require some highlight group tweaking, though, as this is not a primary use case for 'mini.hues'.
