Recreation Steps:-

  1. Add one server URL in the manual mode of network connection under general in windows->preference->general->network connection->manual mode->https->edit(e.g. google) with the port 8080
  2. Add the same URL in proxy bypass.
  3. Then open help and try to open install software option and it does not recognizes the URL .

Is this a bug with Eclipse or are we doing something wrong?
N.B:- We are using Eclipse 4.23.

First 4.23 is not a supported version so chances someone looks into issues with that version are very very low. Please replicate the issue with 4.29 first. Testing with 4.30 is best actually due to a major change coming in the next version https://www.eclipse.org/lists/cross-project-issues-dev/msg19748.html .
Second, there is OS specific proxy code so knowing details like which OS the issue happens on is important (even if only for testing purposes).

Can you attach a screen shot of what your network settings (Window -> Preferences -> General -> Network Connection) look like? Please ensure that all the details of all the columns are visible.
