Improvement: TL should agree on the process for approving Feature Requests

How do we review and agree on PR?

Proposal:

• TL circle should monitor all Feature Requests
• the technical review of the Feature Request should happen in corresponding CFTs/Architecture communities
• To agree to merge Feature Request multiple TLs (all?) should approve Feature Request.
