Rethink `patch_data_request`

The need for patch_data_request in filters is suboptimal because this information could/should be provided via other means (or determined automatically when reversing a filter). This issue covers discussing the approach with the other anemoi maintainers (notably anemoi-inference) to figure out a better way to handle this functionality.
