Handling of Mlflow settings #214

Is your feature request related to a problem? Please describe.
Currently server settings like number of https requests and retries or frequency for system metrics logging leaves in anemoi-core (training). Proposal would be to have a class to handle server settings as part of anemoi-utils. This class would provide default values for any tracking_uri. Private tracking uri could provide specific settings (non modifiable) so in that way we give flexibility to users that do not use organisation system servers and also provide more controlled over those using system servers.
