Add scripts to update/generate the training configs in the system-level tests #88

Is your feature request related to a problem? Please describe.
Whenever configs in training have a breaking change, we need to update the configs for the system-level tests. The upside is that we have a record of changes made to the configs. The downside is regular need to update configs. To make this chore easier, add scripts to generate full training configs based on the integration test config modification in anemoi-training
