Don't include app-service-external-mqtt-trigger in TAF mqtt compose files

The app-service-external-mqtt-trigger service is currently added to the TAF mqtt-bus compose files which is not needed.

Makefile needs to be tweaked to exclude it when the mqtt-bus option is used.
