Implement PFA2: Remnant Cluster Combiner #2129
Description
The 3rd stage of PFAlpha, the remnant cluster combiner, is necessary to form EMCal + HCal clusters left after removing all energy due to charged particles into neutral particle candidates, i.e. edm4eic::ReconstructedParticles with only select relations filled.
