Feature: cernlib should include pawX11, paw++

The current cernlib package does not build pawX11 or paw++. This has been requested by users.

Rationale

Paw is still commonly used by some researchers at JLab.

The users have considered the alternatives and found them unconvincing.

I made this initial request in the hopes that it might not be too difficult. Wouter's offline comment on limiting support for software that hasn't been officially supported for >15 years is on the money. I would be OK with this being closed as resolved if the package authors don't see a quick (~1hr) solution.
