@Daniel49332 It's up to users. My French, Spanish or German isn't good enough to do such a thing. Users can do that for other languages here if they wish, and their files can be published alongside the US English dictionaries.

If you know the SPR output for a particular word that the synthesizer doesn't pronounce properly in that language, you might be able to create a pull request with your changes. Sadly, I'm not sure where you would find the individual phonemes for any other languages.

As Amir said, we are absolutely open to contributions for pronunciations in other languages, just none of us speak the languages well enough and actually use IBMTTS in that language, so we don't know what fixes would need to be made. If you have contributions to be made, you can open a PR< or if we start getting contributions for other languages we can split up the dict issues into language/dict variants, and create issues for those languages. We might also switch to GitHub discussions, Rain and I have pondered that.
