Remove beatconverter and the oteltranslate package #47904
Description
The translation code has been moved to the elastic-agent repository and will stay there long term. It looks like the only place we still use beatconverter is the beatsauth tests https://github.com/search?q=repo%3Aelastic%2Fbeats%20beatconverter&type=code and also the only use of oteltranslate is the beatconverter component.
This will help ensure that tests against otel components in the Beats repository only write native collector configuration, with translation right now only happening from elastic-agent.yml to beat receiver pipelines in elastic-agent.
No other system component should be concerned with translation except elastic-agent.
