[Feature Request]: Always show base version #2281

Prerequisites
- I have searched existing issues to ensure this feature hasn't already been requested
- I have tested using the latest version of docs-builder
What problem are you trying to solve?
We have gotten feedback that it's not clear enough that the user is navigating a specific set of docs (e.g. Elastic Stack V9+), not just "any version" docs.
Proposed Solution
When an applies_to tag is added for a versioned product, but no version is specified, display the base_version for that product in the tag
