[Meta] React 18 preparation

React 18 in StrictMode has some restriction that forces us to change the way the charting library works.

This meta issue collects the issues around strict mode we currently encountered:

• ci: find a way to test lib with compatible react versions #2173
• Failed to put the legend in the bottom position #2569
• Events fail to initialize on react@^18 #2171
