It seems weird that the borders are different when looking at Washington DC with county borders which looks like what I'd expect, vs Washington DC as a state which is offset from the Washington DC borders. Is this a problem with the dataset or is this actually expected?

Apologies, @skscharr, for the delay in answering this issue.
Without looking into detail yet, I'd say it is expected because both datasets have different resolution expectations and are expected to operate at different cartographic scales. However, I'll take a closer look and get back when we decide if we want to do a new data release for the US States dataset.
