[Docs] Document ESLint plugin rules

The purpose of this meta is to group and track tickets related to documenting our ESLint plugin on our documentation page.

The page should be a reflection of our README.md.

It is recommended by @typescript-eslint to always document the rules. In theory, we have them documented in a README.md file but it'd be useful if we included the descriptions on our website page.

This will likely require some page reorganization.
