…panel and clone panel (#235621) ## Summary Related to #234692 Fixes #234808 **UPDATE SEP 22:** Refactored this PR to use a set of Panel Capabilities interfaces, explicitly setting `isCustomizable: false`, `isExpandable: false`, etc. to duplicate certain panel actions. Original PR description is below: ---- - Disables the customize panel action on controls using an `IsNotCustomizable` typecheck, which calls a new `apiIsOneOfType` guard to determine if the panel is of any of the 4 defined control types. - Applies this same method to disabling the Expand Panel action, instead of the ugly way of omitting it from the parent API - For ES|QL controls, disable Duplicate Panel using a single `apiIsOfType` Note in #234808 we suggested creating an interface called `IsExpandable`. Unfortunately, Typescript tried to merge negative types in 2019 but failed to. Therefore, we're not able to do something like: ```ts interface IsExpandable { type: string not 'optionsListControl' | 'rangeSliderControl' | 'timeSliderControl' | 'esqlControl' } ``` `Exclude<string, 'optionsListControl' | 'rangeSliderControl' | 'timeSliderControl' | 'esqlControl'>` also doesn't work as expected.
