Plugin Tests are currently failing, as the Docker image is unable to install Bundler

After #17659 and #17650 were committed, the Dockerfile used in plugin tests is unable to run the gem install bundler tasks, causing build failures in the Elastic Integration Filter, and is also causing Travis CI builds to silently fail.
