Standardize image artifact name

We have an initiative in the Release-Eng team to standardize the image artifact names across projects (https://elasticco.atlassian.net/browse/REL-889). I have PRs for Logstash ready both in the infra repo (this one) and in unified-release (this), but there is also work required from the Logstash team's side to update the names of the arch and then we can coordinate the changes in order not to break builds.

I would need someone to take a look at the existing PRs and then help with implementation of the change in Logstash's side and then we can sync to merge the PRs in order to not break existing builds.

I'll add one more commit to the infra PR here https://github.com/elastic/infra/pull/42173 to add the config updates for 9.1 as well since we recently added that branch. Afterwards I'll take the PR out of draft mode and you can also review it to make sure we are aligned.
