[Story] Adjust video quality of a particular upload

Description

As a user
When I upload a video
Then I want to change my default video to a higher quality compared to my default setting
So that the viewers can see all the necessary details in a high quality

As a user
When I upload a video
Then I want to change my default video to a lower quality compared to my default setting
So that it still fits the file upload limit and/or consumes less bandwidth

Conditions:

• The user can only choose between the options for which the size is smaller than the upload limit.
• If the user's default setting is higher than what fits into the limit, the quality is automatically adjusted to the highest possible.
