[Story] Support for room version navigation involving v12

• I want to navigate back and forth through the different versions of the room

Acceptance criteria

When a room is upgraded from v11 to v12

• The user sees the tombstone (EW only issue)
• The user can click through to the new Hydra room (EW only issue)
• Timeline stitching between the two rooms works as expected.
