[Story] Display owners of v12 rooms in the member list

Description

Definition: a room owner in Element apps is either a room creator or a PL150 room member.

• As a user
• I want to identify the owner of the room in the member list.

Acceptance criteria

• Room creators and PL150 users are displayed as "Owner in the room member list.

Do we need to check if the room is V12 to display a PL150 as a Owner? or is it fine if this would happen on a previous room version, considering that a room needs to have very specific room settings on previous versions to have users with a PL of 150 and above
