[Story] Edit Room Admins

Description

Definition: a room owner in Element apps is either a room creator or a PL150 room member.

• From room v12, as a room owner
• I want to be able demote an admin

Acceptance criteria

• A room owner can demote an admin to being a normal member again
• A room creator (as defined in the matrix protocol) can demote a PL150 member to being a normal user again
• The UI does not offer to demote a room creator
• The UI does not offer to demote a PL150 member if the room owner is PL150 and not a room creator.

A room owner can demote an admin to being a normal member again
A room creator (as defined in the matrix protocol) can demote a PL150 member to being a normal user again
The UI does not offer to demote a room creator
The UI does not offer to demote a PL150 member if the room owner is PL150 and not a room creator.

The model we're currently following on UI is that anyone who is PL150+ and/or creator is considered as an Owner. Simply, because we do not believe it is necessary to expose a more complicated model to the users, at least not yet. Thus, we should follow this model consistently on all screens and user-facing logic. Which means that acceptance criteria should be updated as follows:

1. Owners are displayed in the list of users when editing power-levels but they can't be promoted/demoted, not even by another Owner.
2. Owner can promote or demote any non-Owner.
