[Story] Assign owner on leave

Description

Definition: a room owner in Element apps is either a room creator or a PL150 room member.

• As the last owner of the room
• I want to assign a new owner (PL150 in Matrix spec) before leaving
• So that someone will still be able to administrate the room

Acceptance criteria

• The last owner cannot leave the room before assigning one or several owners
• The assigned members get PL150
• If the owner is the last member of the room, they can leave without extra steps descibed in this story. It basically means DMs are not impacted by this user story

Out of scope

• For now, this is only way to promote a member to PL150. We will see later, based on feedbacks, if we need a dedicated UX to set people to PL150.
• EA & EI. We do not want to create new screens on Element Classic. The work is explained in [Story] Element Classic: Prevent the last owner from leaving a v12 room #2926.
