[Story] Element Classic: Prevent the last owner from leaving a v12 room

Description

• As a Matrix server administrator
• I want room owners in the hosted rooms
• So that the rooms are well maintained and can be upgraded when needed.

This story at the client level is a bit controversial. It could be at the backend and protocol level. The thing is that we do not want to add new screens to Element Classic. We cannot make #2925. We apply here a shortcut that protects from having cases that will not happen in a full EX world.

Acceptance criteria

• The last owner cannot leave a v12 room
• A modal displaying "You can't leave the room since you're the only owner of it." is displayed.
• If the owner is the last member of the room, they can leave without extra steps descibed in this story

Anybody who is PL150 or more.

Regarding the copy for notifying the user: "You can't leave the room since you're the only owner of it." The alert is only shown and leaving is blocked when there is at least one other member in the room.

So, in order to delete a room, a client would have to effectively kick all other members, to allow me to leave a room?

This behavior only applies to Element classic app which we're not enhancing further. Element X and Web will provide the means to transfer the ownership when you want to leave and are the only owner.
