Web App doesn't scale properly when narrowed. #30358

Steps to reproduce
Element web reserves a bunch of the right side of the page for sent notifications, and it doesn't scale. It just makes the text smaller and makes it less usable.
Outcome
I would expect the notification to move under the text and for the text to stretch all the across.
It reserved a relatively huge margin, that seems to be at a set pixel width, and doesn't scale at all.
