Palette nodes expanded by default in UI

Hi all, I am not a UI expert but I am trying to make a modification to automatically expand the palette and accordion to be expanded by default (current behavior is they are minimized by default.

Can someone point me to where this functionality is defined? I digged through the source but no luck.
