Add an optional docs URL to diagnostic events.

This would be similar to the docs.url property for custom ESLint rules. This allows providing more context than can be included in an inline message, such as code examples, suggested fixes, etc. Docs for existing diagnostics from @github-actions-workflow-ts/actions should be added to the README.
