Functionality on psp

I'm new to this if anyone can help me I wanted to know if this online mode function exists or if it could be added to run on the PSP itself because I have a PSP and my friends have a PSVita and we are fans.

Outrun is a work of art and I would love to play it with everyone since everyone lives far away.
