remote thermostat support floats for humidity?

Currently the remotehum command (which calls set_remotehum()) takes an integer value 0..100 (because its a percent) when emulating the RC100H

In a Discord discussion, there was a question whether it should support decimals, like 44.4

Should we change it @MichaelDvP ? I don't know the specs for the RC100H

Telegram 0x47B from RC100H contains humidity offset 1 as UINT8 0-100%.
value2number uses atoi(), so 44.4 will be read as 44. I don't think we need to change anything.
