id from mintNonFungible duplicating, skips even numbers #31

Hello,
These two screenshots from logs are from two mintNonFungible transactions called one after the other completes:
The next id will end in 429.
When I get ownerOf the id ending in 428, its 0x0
What's going on with the bitwise operator? Am I missing something?
