Support clip search for non-backed up files

On my device atleast, magic search doesn't work until photos are backed-up. If ente is using on-device AI models then why doesn't it work without uploading photos to your servers. An app called "Tidy" uses CLIP to search for photos completely offline.
I downloaded this app because I was searching for a better looking alternative to "Tidy".

And btw CLIP is no longer SOTA; there are probably better models out there including models that are fine-tunes of CLIP.
