Update installation instructions in README.rst

The python installation instructions are outdated (e.g. ask for python 3.7 or later).

The instructions are also a bit brittle (in particular, the use of virtualenv rather than python3 -m venv can cause issues when virtualenv was installed with a different version of python and when loading python modules on HPC).
