integration into epochtalk/epochtalk

to smoothen the flow of this project, we can include the html api building process into the main epochtalk repo.

we have attempted this already, with circleci 2.0, but it turned out to be more difficult than expected. since 2.0 is still in beta, they have not yet implemented the "inference engine". this engine was ensuring correct spin-up and linking of resources that epochtalk's CI tests depended on. with 2.0, this must be done manually (for the time being).

in that case, we can try implementing the integration in 1.0 while waiting for the new inference engine
