More semantic SCSS variables

While updating ATF to 6.0.0, I found a few hard-coded colors which we'll want to change.

_universal-landing.scss
.hero: $green_light -- should probably default to $aqua_blue per EPA

_base-variables.scss
$history_drawer_border_color -- is very specific; we probably want a more generic variable
