RFC: Remove RISC-V targets support

Remove all the RISC-V target support from espup and only rely on rustup to install them.

Some Xtensa targets have a RISC-V core, but that is not yet stable in esp-hal

If you do, just add some logs/output saying the user has to install/update the RISC-V targets themselves.

Sorry, you are right. I wanted to say that is not stable yet (is still in early stage)

The esp-hal xtask will want to use a specific toolchain to lint packages, and that means we need these to make sure we can lint esp-lp-hal for the xtensa mcus.

Nevermind espup installs these for the stable toolchain, not for +esp
