Testing withdrawals on testnet incurs a 1 week withdrawal delay which is hard to test against

Supersim to support withdrawals

Potential path forwards support:

• Configure permissioned dispute game configuration on L1 with a special address for each L2 on startup.
• Seed the OptimismPortal deployment with the same amount of ETH minted for each L2.
• Every 1m, post the correct output root each L2 on L1 from the special address
• Withdrawals should then work as is
