Would like to add this refinement to the fusaka-devnet-3 spec: ethereum/execution-apis#674.

For CL clients this would simply mean:

• rolling back to V2 behaviour prior to this change: engine_getBlobsV2: Don't prohibit partial responses execution-apis#671 (i.e. V2 goes back to returning all-or-nothing, guaranteed).
• no-op, if the above change was not implemented in the first place.

No need for CL to consume V3 for now.

There are no plans to have devnet 4.

They were included last call to be part of devnet 3.

We are just waiting for the PRs to be approved by a few more people and get them merged in.
