in the spec, process_builder_pending_payments runs at the end of process_epoch. in process_builder_pending_payments, we call get_builder_payment_quorum_threshold, which calls get_total_active_balance as part of the quorum calculation.

However, process_builder_pending_payments is processing builder pending payments from the previous epoch, so I'm curious if it makes sense to move this function call above process_effective_balance_updates(state) during process_epoch, i.e. before the effective balance is updated in the state, so that we use the previous epoch's effective balance when calculating the quorum threshold
