Create repo-specific maintenance team

To help deal with with #18, ethereumclassic/tweets-etc_network#24 and ethereumclassic/tweets-etc_network#68

Does the volunteer repo serve this purpose?

Yes, I already created the https://github.com/orgs/ethereumclassic/teams/tweeters team but can only invite org members, which the volunteer repo should be used for.

I am thinking that each person that is invited should have to prove they aren't sock puppets by joining us in the green room and answering a couple of questions.

Green room verification lgtm, if needed we can adjust accordingly.
